Cats love to play, though kittens are the most active at it. Many cats make up their own games, such as "grab the bottom of that robe." You can also play with your cat.
Cats will stalk just about anything, but most people want to channel their cat off attacking their feet. First off, have plenty of toys around. Cats aren't too particular, but some prefer balls that roll, some like things with catnip in them and others go nuts for those teaser strings on a stick.
Oddly enough cat toys are almost all cheap. If however you want to make your own toys to be even cheaper, paper works fine. most cats will go for paper wadded into balls, and love the plastic rings that are used to seal milk gallon jugs. You can actually buy a commercial version at the pet store that copies the milk jug rings.
